proverb Two parties must agree in order for a deal to be reached. Then go in there and convince them to accept this deal! It takes two to make a bargain after all. We're all ready for the merger, but it takes two to make a bargain, and the other company has been dragging its heels on the paperwork. Unfortunately, though, it takes two to make a bargain. If they're this uncooperative, you should walk away from the deal.
