it is all up with (someone or something)

There is no way someone or something can continue or achieve success; someone or something is facing imminent failure, ruin, or termination. The government has made clear that it's all up with these types of schemes that banks have been using to fleece consumers. I think it's obvious at this point that it is all up for the team's quarterback. He's had one heck of a career, but he clearly isn't able to keep up any longer. The candidate has run a great campaign, but she's just not getting the votes. If she loses tomorrow's primary as well, it's all up with her.
