In any kind of weather condition, whether good or bad. Primarily heard in UK. I finally invested in the gear I need to go cycling around the countryside in all weathers. It rains so infrequently here that people stay home when it does—they don't drive in all weathers. You won't catch Mabel out in all weathers. She hates the cold and practically goes into hibernation during the winter!
