hotbed of (something)

A place or environment full of something or where something is apt to proliferate, often something unpleasant. It seems our old town has become a hotbed of crime in the years since we've lived there. It's a high school—of course it's a hotbed of rumors. I don't know why you're so surprised—politics has always been a hotbed of skullduggery.
