Nearby; in close proximity to. A less popular variant of "hard on." If you want to follow me to the restaurant, stay hard by my car so that I don't lose you. What do you mean, the suspect's gone? You were supposed to stay hard by him so that exact thing would not happen! If you have to go out by yourself this late at night, I want you hard by the security cameras the entire time.
