Mature; well experienced in some situation or for some role. (Often used in the negative.) You boys can't enlist for the army, you aren't even dry behind the ears yet! Nobody dry behind the ears is going to apply for this job—the pay is too low. Listen, I refuse to have anyone my team who isn't dry behind the ears. If you like to blame and pout, there's no place for you here.
