Dressed in very showy clothes that attract negative attention. Look at that fool, all dressed up like a dog's dinner. Who told him that patterned suit was a good idea? When my dad goes to these events with me, it's so embarrassing how he gets all dressed up like a dog's dinner. I can't imagine it makes important people in the industry want to talk to us! Why are you dressed up like a dog's dinner? You're supposed to be inconspicuous—we're going on a stakeout, remember?

If someone is dressed up like a dog's dinner, they have taken a lot of trouble to dress in their best clothes. Are you telling me that your mother is going to be dressed up like a dog's dinner tonight and every night? Note: This expression is usually used to show that you think the person looks foolish.
