1. In a state of extreme happiness. Oh, I had a great time on my vacation—relaxing on a tropical island left me totally blissed out. Anyone would be blissed out after a spa treatment in a luxury hotel. I'm blissed out just knowing that I have this whole week off from work.
2. slang Drunk. Do you remember last night at the bar at all? You were totally blissed out! Well, I must have been blissed if I got up in front of everyone and did karaoke in at the bar! Help him get home, will ya? He started drinking whiskey, and now he's blissed.
