To be extremely or completely wet, especially through one's clothing. Oh, you poor thing, you're soaked to the skin! Come in out of the rain and sit down by the fire this instant! I was soaked to the skin after Daniel pushed me into the pool. I was miserable all day after I was soaked to the skin on my walk to school.
