To be present in large quantities in some public or outdoor setting, especially for some common purpose or experience. It was a beautiful day, but the bees were out in large numbers, so I decided to stay home. People are out in large numbers at city hall today to protest the mayor's controversial plan. You better believe the fans will be out in large numbers to support the team!
