be not up to the mark

To be not as good as what was expected, required, or demanded; to be unsatisfactory. Jim, I know you've had a lot going on at home, but these reports just aren't up to the mark. I used to eat there all the time, but to be honest, their food hasn't been up to the mark recently. I wouldn't hire that carpenter if I were you. His work at our house was not up to the mark.
