To experience indecision or conflicting emotions. I am in two minds about whether or not to go to the party tonight. I'm sure it will be fun, but I have a lot of work to do too. The committee is currently in two minds about a suitable punishment, but hopefully they will reach a decision in the morning. How are we ever going to get this project started if you guys are still in two minds about the direction it should take?
