To be moving slowly and reluctantly because one does not want to do something. I get the feeling she's dragging her feet because she's scared to go to the dentist. Come on, I know you're dragging your feet to avoid working on your book report. Truthfully, I've been dragging my feet because I'm afraid I'll make the wrong decision.

COMMON If someone is dragging their feet or dragging their heels, they are being very slow to do something. But there's been criticism of the United States for dragging its feet on measures to protect the environment. A spokesman strongly denied that the Government was dragging its heels on the issue.
