be down to the wire

To be unresolved or have an outcome that is uncertain until the last possible moment. Negotiations were so down to the wire that I was not sure that we would agree on a new contract by the deadline. I expect this game to be down to the wire, with the winner being whoever has possession at the final whistle. So is he coming or not? Come on, we're down to the wire here!
