be cowed into (something)

To be pressured, shamed, or scared into doing something or acting a certain way. Always stand by your convictions, no matter how controversial or unpopular. Never let yourself be cowed into obedience by the opinions of the majority! It's clear the politician is being cowed into supporting the legislation. You can say whatever you want—I won't be cowed into stealing for you.
