at the expense of (someone or something)

1. The financial responsibility of a particular person or group. Once I learned that the trip was at the expense of my department, I decided to go. Any damage to the hotel room is at the expense of the guest, understand? Uh, did you know that the duty fees are at the expense of the buyer?
2. To the detriment or disadvantage of someone or something. I was furious when I heard the other kids telling jokes at the expense of my little brother. How could you start that vicious rumor at the expense of someone you claim is a friend? If he's going to meet with our sworn enemies, I sure hope he doesn't say anything at the expense of our family.
