The phrase is associated with Canadian Prime Minister Pierre Trudeau, who would speak of such (possibly literal) walks during his tenure. Primarily heard in Canada. Pierre Trudeau said that a walk in the snow helped him to decide to retire from politics in 1984. Resigning is a big decision. You better take a walk in the snow before you do anything rash. I wanted to leave the company, but now they've offered me a promotion! I need a walk in the snow to help me figure out what I'm going to do.
