Someone who is very frugal or stingy. I'm sure he hasn't spent any of that money he won because he's such a close chewer and a tight spitter. If you're going to lunch with Derek, be prepared to pay for your own meal—that guy's a close chewer and a tight spitter. Of course Dad thinks you're nuts for spending $500 on a pair of boots—he's always been a close chewer and a tight spitter.
