posit (something) (up)on (something else)

To do, plan, or expect something based on assumptions about something else. While many posit a nation's life expectancy upon its overall wealth, in many cases the wealthiest countries of the world had worryingly low average life expectancies. The success of the operation had been posited on the cooperation of foreign leaders. When that support fell through, the operation became doomed to failure.
