old-fashioned slang Two strong hoops typically made of metal and connected by a chain or rope that are used to secure the hands or feet of a prisoner; handcuffs. They had my hands and feet in nippers as they marched me through the streets to the courthouse, people pelting me with rotten fruit and vegetables the whole way.
