A pejorative phrase meaning one is not very intelligent or of questionable mental capacity. He says he's going to start a business selling bees as pets. I'm starting to think his elevator doesn't go all the way to the top. A: "Look at that guy talking to himself on the corner." B: "I reckon his elevator doesn't go all the way to the top." Look at these fools on TV. If you're willing to go out in a blizzard like this, your elevator definitely doesn't go all the way to the top.
